The strategy, introduced in September 2001, is to raise standards and give support to pupils who enter the high school with below average attainment level (L4 of the National Curriculum).
Initially the secondary schools will focus on building on the literacy and numeracy strategies in primary schools. For example, English and mathematics lessons based on a short start activity, development of the main activity involving pupils and a final plenary session.
In implementing the strategy, the schools aim to provide catch-up classes and use 'catch-up' materials for pupils who by the age of 11 years did not achieve L4 in English or mathematics. The schools are also required to set targets for 14-year-olds in English, mathematics and science.
Each school is expected to decide on its priorities for action in the
light of its circumstances.
